Before OEP: Put Your Client’s Care Needs First

Who this affects: ACA and health agents preparing coverage reviews

A new KFF survey offers a useful reminder for renewal season: a manageable premium is only one part of affordable coverage. Among adults ages 18–64 with three or more health conditions, 36% reported problems paying medical bills in the past year. Among insured adults in that group, 49% reported an insurer denying or delaying a requested service, treatment, or medication in the past two years.

These figures describe different experiences and time periods; they are not denial rates for all insurance claims. KFF published the findings September 15, based on interviews conducted May 4–26, 2026.

Your next move

Start the review with the client’s ongoing care: exact doctor locations, prescriptions, recurring treatments, and expected appointments. Then compare those needs with each plan’s costs and coverage requirements.

CHOICE Arrangements: A Fresh Reason to Revisit ICHRA

Who this affects: Group-benefits and individual-market agents

CMS and the Small Business Administration are promoting CHOICE Arrangements, the new branding for Individual Coverage Health Reimbursement Arrangements, or ICHRAs. In its September 14 announcement, CMS described new employer resources covering costs, contribution structures, and administration options.

The approach lets employers set a health-benefit contribution while employees choose qualifying individual coverage. The new branding brings renewed attention to an existing arrangement. Whether it fits a particular business still requires a careful comparison.

Your next move

For a suitable small-business prospect, compare the group renewal with a CHOICE/ICHRA approach. Review the employer’s budget, employee locations, available plans, provider access, and applicable eligibility and affordability rules with the appropriate benefits specialists. Avoid assuming every employer or employee will save.

Medicare ACCESS Is Expanding. Know Who It Serves.

Who this affects: Medicare agents and clients with Original Medicare

CMS announced new ACCESS model tracks planned for spring 2027, including support for heart failure, COPD, substance use disorders, and nicotine dependence. Participating organizations may offer virtual care, health coaching, remote monitoring, and related services between regular appointments.

ACCESS serves people with Original Medicare. Medicare Advantage members are not eligible, although their plans may offer similar programs. CMS says participation is voluntary and does not negatively change Medicare benefits, coverage, or provider choice.

Your next move

Keep this resource in your client-service toolkit. Direct interested Original Medicare clients to Medicare’s ACCESS directory and encourage a conversation with their care team. Separate currently available tracks from the additions planned for spring 2027.

AEP and OEP: Keep the Next Deadlines Visible

Who this affects: Medicare and Marketplace agents

Keep the program and coverage year on appointment reminders. These are reference dates for preparation, separate from this week’s news.

Medicare Annual Election Period

October 15–December 7, 2026

Coverage changes generally take effect January 1, 2027.

HealthCare.gov Open Enrollment for 2027

November 1, 2026–January 15, 2027

According to the current HealthCare.gov consumer calendar, December 15 is the deadline for January 1 coverage. Later selections generally start February 1. Clients must pay their first premium to activate coverage. Confirm the applicable state Marketplace’s deadlines.

Your next move

Block time for preparation now: gather plan notices and care needs, confirm your required training and carrier status, and assign someone to verify the calendar before client reminders go out.
